2025 Nominating Committee Report

The Palmetto Citizens Federal Credit Union Nominating Committee, whose task is to make and accept nominations of qualified candidates to serve on the credit union's Board of Directors, met on September 18, 2025.

During this meeting, the Committee nominated three candidates to fill the expiring terms on the Palmetto Citizens Board of Directors. Following are brief biographical backgrounds of each candidate.

VICKI B. BOYLSTON
  • Vicki Braun Boylston was born and raised in Columbia, SC. After graduating from Lower Richland High School, she attended the University of South Carolina and received her bachelor's degree in business administration and marketing.
  • Mrs. Boylston, currently a resident of Lexington, SC for the past 30+ years, enjoys living at Lake Murray with her husband, Rex, and their dogs, Cody and Roxie. She loves spending time with them and their two adult children and three grandchildren. Mrs. Boylston is an active member of Mt. Horeb Methodist Church in Lexington, working with programs for new members and various other ministries.
  • For 32 years, Mrs. Boylston worked in the Labor Market Information Department at the SC Department of Employment & Workforce (SCDEW), formerly known as the SC Employment Security Commission (SCESC). She held various supervisory roles within the department during her time there and retired in 2009.
  • Mrs. Boylston served on the Board of Directors for 15 years at the SCESC Credit Union. When this credit union merged with Palmetto Citizens in 2006, Mrs. Boylston was appointed to the Palmetto Citizens Supervisory Committee. She served on this committee until 2021 when she was elected to serve as a member of the Palmetto Citizens Board of Directors, holding the position of Vice Chair since 2023.
DR. BRENDA HAFNER
  • Dr. Brenda Hafner is a veteran educator who has spent her career serving South Carolina schools. She started in 1998 in Richland School District Two as a social studies teacher at E.L. Wright Middle School. She moved in 2000 to the Darlington County School District as an AP U.S. History and social studies teacher at Mayo High School for Math, Science, & Technology, then rejoined Richland Two in 2002 as a social studies teacher in the Leadership Academy at Wright.
  • In 2004, she was tapped as curriculum effectiveness specialist, and later as assistant principal, at E.L. Wright Middle, and served there until 2008, when she became founding lead teacher for the magnet center with Richland Two’s Center for Accelerated Preparation. In 2009, she became principal of Blythewood Middle School, which was awarded state and national recognition during her tenure. In 2014 she became principal of Blythewood High School, and while there increased its graduation rate to 94% from 86% and launched several digital initiatives, as she had in previous roles with the district.
  • In 2018, she joined Sumter School District, serving as chief of schools/assistant superintendent. During her time, she worked directly with principals on continuous improvement plans, launched a district leadership development program, supervised the district strategic plan and accreditation, and worked with offices across the district to secure technical assistance, interventions, and needed resources to support the 27 schools in Sumter School District.
  • Dr. Hafner is now in her fourth year as the Superintendent of Lexington School District Two. Dr. Hafner is proud to serve her students and stakeholders and leads the district with intentionality and purpose as a passionate “Champion for Children.”
  • Dr. Hafner received a bachelor’s degree in political science from the University of South Carolina, a master’s degree in teaching (secondary and middle level social studies) from The Citadel, and a doctoral degree in educational leadership from Nova Southeastern University. Among her awards and recognition, Dr. Hafner served as president of the Rotary Club of Blythewood, which was named Club of the Year, Medium. Eager to immerse herself in her new community, Dr. Hafner is a proud member of the Cayce-West Columbia Rotary Club and the Greater Cayce West Columbia Chamber of Commerce. She also serves as a Board Member for the Midlands Education Business Alliance and was appointed to serve by the Lexington County Delegation on the Midlands Regional Education Center Advisory Board which serves the Department of Employment and Workforce. Dr. Hafner continues to support the efforts of growing school and district leadership through a multi-tiered professional development initiative known as Lex2 Grows as well as serving on the University of South Carolina Superintendent Advisory Board.
  • Dr. Hafner joined the Board of Directors for Palmetto Citizens in 2024.
DR. JENAIS Y. MEANS
  • Dr. Jenais Means earned a Bachelor of Science degree in Biology from Xavier University of Louisiana, a Master of Arts degree in Clinical Mental Health Counseling from Lenoir-Rhyne University in Columbia, SC, and a PhD in Counselor Education and Supervision at the University of North Carolina at Charlotte. She is a South Carolina Licensed Professional Counselor (LPC), a North Carolina Licensed Clinical Mental Health Counselor (LCMHC), and a National Certified Counselor (NCC).
  • She is as energetic with the community as she is with her family and friends. She cherishes shared meals and activities with her parents and spending time with her four nieces, two nephews, and three godchildren. For Jenais, a long weekend means brunch and beach trips with her friends. Jenais also enjoys activities that fuel her creative spirit, including dancing and creating mixed media art.
  • Jenais has volunteered as the Director of the Teen Program for Camp Wonderhands, a free week-long summer camp for deaf and hard of hearing children and teens of South Carolina, since 2007. There she cultivates partnerships with local businesses and state agencies that provide opportunities for campers to navigate their transition into adulthood. She also facilitates group activities that build teamwork, promote self-advocacy, and expand communication skills.
  • She is a member of the American Red Cross Disaster Mental Health team; providing psychological first aid to persons displaced by natural events and tragic accidents, such as train crashes. She volunteers as a table companion and assessor of mental wellness for the Sunday Dinner Ministry at a local church, which serves family style dinners to the homeless and the working poor. Through her private practice, Collaborative Means, she also provides free community workshops on stress management, anxiety, depression, sleep and wake routines, and career concerns.
  • Jenais joined the Palmetto Citizens Supervisory Committee in April 2021. In 2023, she was elected to the Palmetto Citizens Board of Directors and the position of Secretary which she continues to hold today.

Any member, not included in the aforemen­tioned nominees, who wished to be consid­ered for a seat on the Board of Directors may seek nomination by petition.* A petition nomi­nation requires the signatures of no fewer than 500 members, as well as a brief summa­ry of the candidate's qualifications and biographical data. All petition nominations must be received by Palmetto Citizens no later than 5:00 PM on November 7, 2025.

The candidates listed in this report of the Nominating Committee will be elected by acclamation unless petition candidates are proposed for the upcoming election. Should there be petition candidates for consideration, voting ballots will be distributed to the mem­bership in January 2026 with their year-end statement.

The Annual Meeting of the membership of Palmetto Citizens Federal Credit Union will be held Thursday, February 19, 2026. No Board nominations will be accepted from the floor nor will there be ballot voting at the Annual Meeting.
